For many students, it may seem like emergency blue lights on campus are perpetually broken or even obsolete now that almost everyone has a cellphone.

"A Heights investigation revealed that 31 of 120 surveyed blue lights—a little over 25 percent—are not working in varying capacities—some have broken call panels and others have burnt-out lights."
